The Oyo State Government has reiterated its commitment to prioritising resource allocation to projects that deliver measurable economic returns, in line with prudent fiscal management and long-term development goals.
The Honourable Commissioner for Budget and Economic Planning, Professor Musibau Babatunde, gave the assurance at a three-day Medium Term Sector Strategic (MTSS) Training Workshop organised by the Ministry to develop the State’s 2026–2028 MTSS. The workshop held from December 10 to 12, 2025, at the Ibadan Business School, Ibadan.
Professor Babatunde stated that the administration of Governor Seyi Makinde remains focused on funding priority projects that align with the State’s Agenda 2040, as well as the vision and mission of Ministries, Departments and Agencies (MDAs). According to him, projects ranked as priorities under the MTSS form the basis for annual budget selection.
He disclosed that Oyo State’s budget performance has remained strong, noting that overall performance has exceeded 70 percent. He added that, as of September 2025, capital expenditure stood at 66.1 percent, while revenue performance reached 74.2 percent.
“Our budgeting process in Oyo State is efficient and effectual. We base our budget strictly on available resources. Priority ranking of projects is taken very seriously; it is not about just putting figures together,” Babatunde said.
He further explained that the State’s budgeting process goes beyond the MTSS, incorporating extensive stakeholder engagement across the seven geopolitical zones of the State. He noted that inputs from these engagements are integrated into the budget, particularly the capital component.
“The sectoral analysis you are carrying out is a subset of Agenda 2040, while the budget itself is a subset of the MTSS. In most cases, findings from the seven geopolitical zones align with the MTSS, making it easier for MDAs to synchronise and present their capital projects without difficulty,” he added.
The Commissioner assured participants that effective collaboration through a “town and gown” relationship—between government and the academia—would continue to be strengthened to achieve optimal outcomes for the State.
In his goodwill message, the Lead Facilitator, Executive Chairman, African Centre for Shared Development Capacity Building (ACSDCB), Ibadan, Professor Olu Ajakaiye, commended the Makinde-led administration for implementing measures that prevent project abandonment. He noted that proper planning, accurate costing and linking projects to available resources before commencement have significantly improved project delivery in the State.
Professor Ajakaiye added that the training of participants drawn from across the Oyo State Government workforce on the MTSS would enhance sectoral planning and ensure that the development plans of MDAs align with, and are well captured within, the priorities of the present administration.
Also speaking, the Executive Assistant to the Governor on Finance, Budget and Economic Planning, Alhaji Kolawole Gafar Bello, and the Senior Special Adviser on Budget, Honourable Kehinde Ogunsanya, urged participants to maximise the opportunity provided by the training, describing it as a critical tool for strengthening institutional capacity.
In his welcome address, the Permanent Secretary, Ministry of Budget and Economic Planning, Mr Tunde Julius Ayanleke, noted that MTSS templates had been developed for some sectors in the previous year through similar capacity-building programmes. He expressed optimism that participants would transfer the acquired knowledge to their respective MDAs, thereby strengthening MTSS development across the State.
The workshop attracted participants from various MDAs across the Oyo State Government workforce, alongside seasoned facilitators drawn from relevant institutions.
