The attention of the command has been drawn to a viral video on social media where officers of the Nigeria Security and Civil Defence Corps on a lawful duty were obstructed by a woman from carrying out their constitutional assignment. However, the command is in possession of the complete video detailing what transpired in full.
NSCDC has the mandate to manage crisis, focusing on proactive disaster mitigation, rapid response, providing rescue, relief, and rehabilitation services during natural or man-made disasters.
It was on the premise of this mandate that Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), formerly known as Department of Petroleum Resources (DPR), the technical and commercial regulator in the Nigerian oil and gas industry approached the command to collaboratively enforce compliance with safety standards in the gas retail business.
As earlier stated, the retail of gas is a regulated business, and whoever must deal must obtain a license and safety clearance from the NMDPRA.
NSCDC does not issue license. Routine check operation for compliance is what we do. A visit to any retail outlet by our officer, the retailer is expected to produce a license issued to him or her by the regulatory body. Failure to produce the license, the scale or cylinder will be confisticated with a directive to go obtain the license.
In the viral videos involving a man and a woman, they could not provide the license to deal in Petroleum product by NMDPRA when the officers demanded it.
They allegedly stated that they had already made payment to a particular agency of government (not NSCDC).
Attempt to confisticate the scale and cylinder were resisted by both of them. This prompted the officers to apply minimal force to get the assignment done.
It should be noted that ignorance of the law is not an excuse. The officers were on a lawful assignment, and the citizen’s civic responsibility is to obey the law of the nation. Attacking, inflicting body injury, and obstructing them from carrying out their lawful duty is punishable under the law.
The State Commandant has zero tolerance for unprofessional conduct. He has however directed that a full scale investigation into the incident be carried out while the officers have been recalled to base for debrief. If anyone has evidence of extortion or abuse of power against personnel of the NSCDC in Ondo State, the person should report to the command through the office of the public relations officer.
It is also on record that the office of the public Relations officer has embarked on public enlightenment on radio (Radio Nigeria, Positive FM) discussing the implications of illegal dealings in gas retailing in Ondo State and how license can be obtained from NMDPRA.
